Communiqué of the
Parliamentary Joint-group for Palestine and the Solidarity Network
against the Occupation of Palestine
CSCAweb: April
12, 2006
We congratulate the Palestinian
people for the democratic and transparent elections, held with
a high turnout.
Despite the serious problems
faced, due to internal causes, the restriction of movement for
voters, the obstacles put by the occupation and the situation
in Jerusalem, the event has been a success and it is a milestone
towards the construction of a viable Palestinian state.
The elections results are the
outcome of a strictly law abiding democratic process, and as
such must be respected without qualifications by the International
Community. Since it reflects Palestinian people will, that Community
has to maintain its collaboration with their elected representatives.
We consider the Israeli occupation
of Palestinian territories as the main obstacle to achieve peace,
as have repeatedly stated United Nations resolutions. Other equally
important obstacles are the continuous policy of settlements,
the wall, roads for the exclusive use of settlers, land expropriation,
land division into Bantustans, illegal annexation of Jerusalem,
the refugees' ordeal and in general all measures aimed to make
Palestinian lives unbearable.
We consider that the international
economic aid to the Palestinians should be maintained. Its withdrawal
would only mean more suffering in the already difficult situation
the Palestinians experience, and it could also lead to greater
chaos and violence in the region, which is contrary to everybody's
interests.
We condemn the Israeli Army
attack to Jericho prison and the kidnapping of its Palestinian
prisoners. We express our deep concern about their fate and regret
that this attack prevented Palestinian President Mahmud Abbas'
visit to the European Parliament. We also express our wish that
this visit can take place soon.
We call upon all partners in
the conflict to increase their efforts towards a just and lasting
peace. In this regard:
We call upon the Israeli government
to recognise the Palestinian right to establish a sovereign and
independent state in the West Bank and Gaza, including East Jerusalem,
according to the 1967 borders.
We urge the Palestinian government
to recognise the state of Israel according to the aforementioned
borders.
We urge the International Community,
specially the European Union, to assume all its obligations and
to exert all its influence on the state of Israel, so that it
accepts the International Court of Justice advisory opinion of
July 9 2004, and put an end to the settlement of the Jordan Valley,
the unilateral disengagement and the realities on the ground
aimed to outline the future borders of the state of Israel.
We urge the International Community,
specially the European Union, and the Spanish government, to
maintain the humanitarian assistance, to strengthen the institutions
and the civil society working in favour of a negotiated solution
to the conflict and to observe international law.
