Después de un encuentro de dos horas se
firmó el día 28 de abril en
Pristina un acuerdo para el inicio de conversaciones
para lograr la paz
en Kosovo y Metohija con la participación
de todas la comunidades de la
región.
Se acuerda la implantación de un autonomía
con un completo respeto a las
diversas comunidades nacionales.
El texto en ingles del acuerdo es:
JOINT STATEMENT
1. It is necessary immediately to renew and intensify
the begun talks
between the Serbian government and political leaders
of political
parties of Albanians of Kosovo and Metohija on
a political agreement which will
grant to Kosmet wide self-governance, with full
respect for the
equality of all citizens and all national communities,
the sovereignty and
territorial integrity of Serbia and Yugoslavia.
It was agreed that such an approach
presents the basis for a lasting and just solution
to the problems in
Kosmet.
2. The two sides concluded that the talks should
be direct, with the
equal participation of all national communities
which live in Kosovo and
Metohija, which is a precondition for arrival
at acceptable solutions
for all those who live in Kosovo and Metohija.
Direct talks should be a confirmation of stepped
up mutual confidence
as an essential condition for coming out of the
current situation.
3. Talks can be attended by representatives of
the international
community, in the capacity of guests, on the grounds
of the approval of
both sides.
4. Accord was reached on the necessity soon to
form, in the altered
conditions, a temporary executive council of Kosovo
and Metohija, which
would carry out the work of a temporary government
pending the
constituting of organs based on the basic act
on self-governance in
Kosovo and Metohija. The structure of the temporary
executive council
and its internal organization, in particular the
establishment of a new
departmental division of organs of administration,
should take into
consideration the current problems in Kosovo and
Metohija.
The text of the joint statement was signed by Serbian
President Milan
Milutinovic and Dr. Ibrahim Rugova in Pristina
on April 28.
The talks were also attended by Yugoslav Deputy
Premier Nikola
Sainovic, Serbian Deputy Premier Ratko Markovic,
Kosovo and
Metohija Temporary Executive Council President
Zoran Andjelkovic.
